About Our Board
The NCCHM Board of Directors provides vision, governance, and accompaniment for our national mission. Board members represent a diverse community of leaders from dioceses, religious communities, apostolic movements, universities, and organizations dedicated to Hispanic ministry. Together, they guide our advocacy, education, networking, and leadership development initiatives to strengthen Hispanic Catholic ministry across the United States.
Our Mission
The National Catholic Council for Hispanic Ministry (NCCHM) promotes advocacy, education, networking, and leadership development to serve Hispanic/Latino Catholics in the United States. Rooted in faith and community, our mission is to foster full participation of Hispanic Catholics in the life of the Church and society, to provide a national forum for dialogue and reflection, and to strengthen collaboration among dioceses, organizations, movements, and pastoral leaders.

Bishop Ramon Bejarano
NCCHM Episcopal Liaison
Bishop Bejarano serves as NCCHM’s Episcopal Liaison and Spiritual Moderator for the National Catholic Association of Diocesan Directors for Hispanic Ministry (NCADDHM).
Enrique Soros
NCCHM Vice President
Social communicator, writer and public translator from the University of Buenos Aires; Philosophy and Theology at the Wilhelms-Universität Münster, Germany.
Deacon Pedro Laboy
NCCHM Treasurer
Ordained in 2004 in the Diocese of Orlando, Deacon Pedro Laboy has devoted his diaconal ministry to accompanying families through grief and loss.
Inés Pezo
At-Large Member
Director of Marketing for Religion at William H. Sadlier, Inc., one of the nation’s oldest and most respected Catholic publishers, and a long-time supporter of NCCHM.
Juan F. Soto
NCCHM President
Juan serves as Director of Organizing for the Gamaliel Network and Director of Gamaliel of Metro Chicago, where he trains organizers nationwide.
Esther García
NCCHM Secretary
Associate Director, Diocese of Dallas; nationally respected leader in inclusive pastoral ministry, committed to the full participation of persons with disabilities.
Juan Escarfuller
At-Large Member
Juan is deeply committed to empowering Hispanic/Latino families and U.S.-born Latino youth to lead in the Church and in society.
Félix Palazzi
Member of NCCHM Board of Directors
Born in Caracas, Venezuela, he is a lay theologian with doctorates and degrees in theology, philosophy, and education from leading pontifical universities in Rome.
